J. FloodJeffery Flood, Chair

Mr. Flood is a U.S. Navy Veteran, who has resided in Kitsap County since 1989. He presently works with the WA State Employment Security Department, as a leader in workforce development. He also has an extensive background in banking and human resources, with a number of other organizations. He is an alumnus of the University of Phoenix, Seattle University and Olympic College.  Mr. Flood proudly serves as an ordained minister at the Mt. Zion Missionary Baptist Church of Bremerton. Along with his present service with Bremerton Housing Authority, he also serves on the Board of Directors for Catalyst Public Schools-Bremerton and has been very active serving on other local government and non-profit organizations, during his time in Kitsap County.  He is extremely honored to serve with the Bremerton Housing Authority, as we strive to accomplish our mission to provide affordable housing to our community. 



Joan Hanten3Joan Hanten

Ms. Hanten has lived and worked in the Kitsap Community for 32 years.  Professionally, she has served in senior leadership roles at Olympic College, Leadership Kitsap, and Kitsap Community Resources.  Ms. Hanten has also served as a board member on several non-profit organizations and been active in local civic organizations.

Andre HendersonAndre Henderson

Mr. Henderson was appointed by the Bremerton City Council on September 15, 2021, to serve on the Bremerton Housing Authority Board of Commissioners beginning October 1, 2021.  A graduate of Olympic College, he is currently a student at the University of Washington – Tacoma where he is working towards his Bachelor’s in Social Work.  Mr. Henderson also serves as the President of the Formerly Incarcerated Students Association (FISA) at the University, as well as a Student Leader co-chair for the Global Honors Program. With a passion for politics and advocacy, he holds a Student Leadership Fellowship with UW-Tacoma, is on the Access to Justice Board, and is a member of Civil Survival. While committing to several other community positions including serving on the Kitsap Mental Health Services Board of Directors he is a strong advocate for criminal justice reform, and a social justice community activist.

Ryan BurtonRyan Burton

Mr. Burton is a lifelong resident of Kitsap County. He currently works as a contracting professional. Mr. Burton attended Olympic College, earned a BA at the University of Washington, an LL.M. degree in international economic law at Leuphana Universität in Germany, and an LL.M. degree in corporate & financial law at the University of Glasgow in Scotland.  Mr. Burton believes a safe and affordable home is fundamental to a person or family on the path to financial freedom, independence, security, and stability. As a proud Eagle Scout, Mr. Burton was instilled with a strong sense of serving his community and is honored to be a part of Bremerton Housing Authority’s mission of providing affordable housing opportunities for our community.

D. WestDiane West

Ms. West is a retired Federal Government employee who has lived in Bremerton for over 30 years.  During her 41 years of Federal government employment, she worked for the U. S. Department of Education and the U.S. Department of Housing and Urban Development as as Equal Opportunity Specialist.  Ms. West is the Trustee Chairperson and Secretary of Mt. Zion Missionary Baptist Church and is very active in the Kitsap Community.  She is also a mentor for two youth groups (OurGEMS and Partnering for Youth Achievement (PYA) located in Kitsap County.  Ms. West has also worked extensively with the Kitsap Community Resource Center by helping to administer the KEPA (Kitsap Eviction Prevention Assistance) program and the Bremerton Housing Authority as a community liaison for their Emergency Housing Voucher program.  Ms. West is passionate about helping the community and believes in the Bremerton Housing Authority’s vision that “everyone should have the opportunity for a home that is safe and affordable and people are treated with respect regardless of their income level or background….”

Jill Stanton, Secretary and BHA Executive Director

Ms. Stanton joined the Bremerton Housing Authority as Executive Director in 2021. Ms. Stanton has an extensive background in housing authority leadership. Prior to coming to BHA.  Ms. Stanton served for the past 16 and a half years at two housing authorities most currently as the Deputy Executive Director and Chief Administrative Officer for the King County Housing Authority.
